Administration
The Administration Department is headed by our City Recorder Holly Murphy.
Ms. Murphy is a Certified Municipal Finance Officer (CMFO).
As such, she oversees all accounting aspects of the city, including general budgets, A/P, A/R, payroll, and the operation of all department funds. In addition, she is in charge of Human Resources, Risk Management, Utility Billing and Document Retention functions.
City Commission
The City operates under the City Manager - Commission form of government.
The five member City Commission is the City’s legislative body.
The five Commissioners, all elected at large, serve four year terms of office. The terms are staggered with elections for two or three commissioners every two years. Millersville city elections are held on the November General Election date.
The Mayor and Vice Mayor are elected from the commission membership during the first meeting following an election, thus forming the “Board of Commissioners”.
The City Commission enacts all ordinances and resolutions, adopts the budget, and sets policy. The Commission appoints the City Manager, the City Attorney and members of all Boards and Commissions.
The City Commission consists of five members who are elected and serve four year terms. The Mayor and Vice-Mayor are elected from among its members. The Mayor is the presiding officer.
Non-partisan elections are held every two years, alternating between two and three positions per election.
City Commission Meetings are held on the third Tuesday of each month at 6:00 P.M. in the Commission Chambers at city hall. City hall is located at 1246 Louisville Highway. Meetings are also streamed live on YouTube, link provided below.
Special Called Meetings may be scheduled as needed. The date, time and agenda for special meetings are posted on the front door of City Hall. Citizens are encouraged to attend.

City Court
COURT CLERK: TESS STEPHENS
Safety School will be done via Zoom. You will receive instructions when you are granted the class at court.
Only the Judge can determine the outcome of a case.
TRAFFIC SCHOOL:
The Judge will determine whether or not you will be allowed to attend traffic school; therefore, you must come to court to be considered eligible. The Judge will not accept online Safety School programs other than our own.
- If the Judge grants traffic school, you will be given all necessary information about the class including date, time, place and fees. Safety School will be a 4 hour course.
- You are not eligible for traffic school if you have had a citation within the past year or drive commercially.
PROOF OF INSURANCE:
- If you did not have insurance at the date and time the citation was issued, you must come to court and appear before the Judge or pay the fine before the court date.
- The State of TN will automatically suspend your driver’s license if you did not have insurance at the time the citation was issued.
- If you had insurance at the date and time the citation was issued but could not find the proof, please provide that proof of insurance and present it to the City Court Clerk before your court date, or present it to the Judge at your court appearance.
PAYMENT INFORMATION:
Payments are accepted at Millersville City Hall Monday through Friday from 9:00 a.m. until 4:00 p.m. If you pay the ticket prior to the court date, it is considered an admission of guilt, and you do not have to appear in court.
- We accept cash, checks, money orders (except Canadian), Mastercard and Visa. There is a 3% administrative fee on credit card/debit payments. Make check or money order payable to: Millersville City Court. You may also pay on-line at: Municipal Online Payments. Paying on-line does add a 3% processing fee as well as a $2.50 charge that goes to our provider.
- There is a drop box in front of City Hall where payments for the exact amount can be left after hours or on weekends and holidays.
- If you wish to pay by mail, enclose a copy of the citation along with the correct amount due and mail to the address at the top of this page. If you want a receipt, enclose a self-addressed, stamped envelope. Please follow-up to make sure your payment was received. If it is not received it will become a FTA and be sent to the State of Tn.
- You may pay on our automated phone system at 877-748-6690. You will need your citation number and your date of birth. It does add 3% for the credit card/debit and $2.50 to the provider of the service.
- All payments must be received no later than 12:00 p.m. on your court date if you do not plan to appear.
FAILURE TO APPEAR FOR COURT:
The Department of Safety will be notified of your failure to appear and your license will be suspended.
- The cost will then be $107.50 plus a fine of $50.00 per offense due to your failure to appear.
- The Department of Safety will also require a separate reinstatement fee.
PROPER ATTIRE IS REQUIRED AND STRICTLY ENFORCED
From Nashville, take I-65 North and get off at Exit 98, the Millersville-Springfield Exit. Turn right at the bottom of the ramp. Millersville City Hall is approximately two (2) miles on the left. Enter the building through the front doors and the courtroom is on the left.
NOTICE: All fines must be paid in full at the time of the judge’s ruling.
No arrangements! No exceptions!
City Manager
The City operates under the City Manager - Commission form of government.
The City Manager is appointed by the Commission and acts as Chief Executive Officer. Through their staff, they implement policies established by the Commission.
The interim City Manager is Bryan Morris.
Economic Development

Since its inception, Millersville has aggressively pursued grant funds to develop and improve its superstructure. Grants and low interest loans were acquired for the construction. With the proceeds of a bond issue, the city initiated an extensive street paving project in 1989 and paved all of the primary roads within the city. Also in 1989, the city constructed its new City Hall funded primarily by a second bond issue.
Today, Millersville is a developing city of the 21st Century. Two fire halls, modern equipment, and a dedicated full time Fire Chief and volunteer staff have dropped the fire rating to a Class 6. Thirteen full time Police Officers, together with an excellent reserve staff of officers, patrol around the clock to provide security for the residents. Well over 90% of the households are on the city’s sewer system, with plans in work to connect 100%. Millersville Fire Department is an “all hazards” department that responds to all types of incidents including fires, automobile accidents, medical emergencies, hazardous materials response, technical rescues and much more.
Additionally, we pride ourselves in being involved in promoting emergency preparedness, fire prevention and a variety of life safety programs.
The Millersville Fire Department is comprised of two full-time members, and a team of paid on call volunteer firefighters.

The Department continually trains all personnel on the latest fire and rescue techniques. Regular trainings are held the first and third Mondays of each month.
The Insurance Services Organization has given the Millersville volunteer Fire Department a Class 4 Rating. This rating has enabled Millersville residents to achieve very significant savings on their fire insurance premiums. Click on the ISO logo for more information.
WHEN IT COMES TO A MEDICAL EMERGENCY, SECONDS COUNT!
The City of Millersville Fire Department provides a FIRST RESPONDER PROGRAM as a service to the citizens of the City. When a medical emergency is reported inside the City, Fire Department personnel are sent along with Sumner County Emergency Medical Services to the reported emergency. Because fire personnel are strategically located throughout the city, a fire unit can be on the scene within minutes. This is especially important when a patient is experiencing heart failure or has stopped breathing.

Parks and Recreation
The department is responsible for park grounds, facilities, programs, and activities. The department is proud to be a member of the Tennessee Recreation and Parks Association (TRPA) and National Recreation and Parks Association (NRPA).
The Community Center and Playground officially opened in November of 2011. Both facilities are located at 1181 Louisville Highway. The park is open daily from daylight to dusk. The Community Center is open for public and private events. Stormwater
Stormwater Management in Millersville
Millersville has adopted a Storm water Ordinance as well as, the State of Tennessee Sediment and Erosion Control Handbook.
Stormwater Management Program (SWMP)
The City of Millersville is currently operating under the Phase II National Pollutant Discharge Elimination System (NPDES) General Permit for Discharges from Small MS4's (Permit # :TNS077887). The permit allows the municipality to discharge stormwater runoff from municipal drainage systems into waters of the state. The permit requires that the City of Millersville develop and implement specific programs and best management practices to protect water quality through a Stormwater Management Program (SWMP). The Millersville SWMP is required to address stormwater quality through six minimum control measures.

Codes Enforcement
The Codes Enforcement division is headed by the Codes Enforcement Officer.
Codes Enforcement investigates municipal code violations regarding dilapidated buildings, dirty or overgrown lots, illegal dumping and abandoned or junk vehicles.

What Constitutes a "Dirty or Overgrown Lot?"
Trash and debris which have accumulated on a piece of property, overgrown vines, underbrush or grass over 8 inches high are all violations of city codes.
Sec. 38-2. - Overgrown lots.
(a)
Prohibition . Pursuant to the authority granted to municipalities under T.C.A. § 6-54-113, it is unlawful for any owner of record of real property to create, maintain, or permit to be maintained on such property the unrestricted growth of vines, grass, underbrush and other vegetation commonly recognized as weeds. It shall be unlawful for any person to fail to comply with an order by the city manager or his/her designee to cut such vegetation when it has reached a height of over eight inches.
(b)
This section shall not apply to property on which active farming operations requiring the growth of grass for agricultural purposes are being conducted.

Sec. 38-5. - Condition of premises.
(a)
It shall be unlawful for any person to permit any premises owned, occupied, or controlled by him to become or remain in a filthy condition, or permit the use or occupation of the premises in such a manner as to create noxious or offensive smells and odors in connection therewith, or to allow the accumulation or creation of unwholesome and offensive matter or the breeding of flies, rodents or other vermin on the premises to the menace of the public health or the annoyance of people residing within the vicinity.
(b)
It shall be unlawful for any person to permit on their property within the city the accumulation of trash, refuse, rubbish, litter, or any other substance, animal or thing, to such an extent that such growth or accumulation is injurious to the health and welfare of an inhabitant of the city.

How Long Do I Have to Correct a Lot Problem? What If I Miss the Deadline?
The owner has 10 days from the date of the letter outlining the code violations to correct them. Exceptions will and can be made on a case by case basis to allow for more time. If violations are not corrected, a city crew will correct the violations by cleaning or mowing the lot and bill the owner. The owner can be cited to Municipal Court, where substantial fines, penalties, and liens can be imposed.

ARTICLE V. - ABANDONED MOTOR VEHICLES AND ACCESSORIES
- 78-141. - Definitions.
The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Abandoned motor vehicle means any motorized vehicle that is incapable of being moved under its own power or does not display current licenses and registration.
Motor vehicle accessories means any parts of any motor vehicle.

- ARTICLE VI. - JUNKED VEHICLES
- 78-171. - Definitions.
The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Codes administrator and building inspector shall mean the individuals employed by the city to act on behalf of the city in carrying out the duties and responsibilities as described in the applicable job descriptions for each position.
Hobby cars shall mean vehicles used for the purpose of a hobby, i.e. racecars and car restoration activities.
Junked vehicle shall mean a vehicle of any age that does not display a current license plate and vehicle registration and/or is damaged or defective in any one or combination of any of the following ways that either makes the vehicle immediately inoperable or would prohibit the vehicle from being operated in a reasonably safe manner upon the public streets and highways under its own power if self-propelled or while being towed or pushed, if not self-propelled:
(1)
Flat tires, missing tires, missing wheels, or missing or partially or totally disassembled tires and wheels.
(2)
Missing or partially or totally disassembled essential part or parts of the vehicle's drive train, including, but not limited to engine, transmission, transaxle, drive shaft, differential or axle.
(3)
Extensive exterior body damage or missing or partially or totally disassembled essential body parts, including, but not limited to, fenders, doors, engine hood, bumper or bumpers, windshield or windows.
(4)
Missing or partially or totally disassembled essential interior parts, including, but not limited to, driver's seat, steering wheel, instrument panel, clutch, brake or gear shift lever.
(5)
Missing or partially or totally disassembled parts essential to the starting or running of the vehicle under its own power, including, but not limited to, starter, generator or alternator, battery, distributor, gas tank, carburetor or fuel injection system, spark plugs or radiator.
(6)
Interior is a container for metal, glass, paper, rags or other cloth, wood, auto parts, machinery, waste or discarded materials in such quantity, quality and arrangement that a driver cannot be properly seated in the vehicle.
(7)
Lying on the ground (upside down, on its side, or at another extreme angle), sitting on block or suspended in the air by any other method.
(8)
General environment in which the vehicle sits, including but not limited to vegetation that has grown up around, in or through the vehicle, the collection of pools of water in the vehicle, and the accumulation of other garbage or debris around the vehicle.
Person shall mean any natural person, or any firm, partnership, association, corporation or other organization of and kind and description.
Private property shall include all property that is not public property, regardless of how the property is zoned or used.
Traveled portion of any public street or highway shall mean the width of the street from curb to curb, or where there are no curbs, the entire width of the paved portion of the street, or where the street is unpaved, the entire width of the street in which vehicles ordinarily use for travel.
Vehicle shall mean any machine propelled by power other than human power, designed to travel along the ground by the use or wheels, treads self-laying tracks, runners, slides or skids, including but not limited to automobiles, trucks, motorcycles, motor scooters, go-carts, campers, tractors, trailers, tractor-trailers, buggies, wagons, earth moving equipment and any part of the same.
